Senators: Protect States’ Rights to Stop Criminals

Scammers have a new tool: cryptocurrency kiosks in supermarkets and convenience stores. Criminals have stolen hundreds of MILLIONS through crypto kiosks — most of it from victims 60 and older. And so much more has been stolen that goes unreported.

AARP advocates have helped pass legislation in over 30 states to combat crypto ATM fraud and protect their residents’ hard-earned money. But right now, Senators are considering a cryptocurrency bill that essentially undoes this progress and limits states from passing similar laws to prevent criminals from using these machines to steal your money.

As your constituent, I urge you to take action to protect Americans from criminals who are using crypto kiosks to steal hundreds of millions of dollars a year.

Criminals are robbing older Americans through crypto kiosks, ATM-like devices in grocery stores and gas stations, and legislation Congress is working on to address cryptocurrency could make it easier for them to get away with it. The FBI found that criminals used crypto kiosks to steal over $389 million from Americans in 2025 alone – and that doesn’t include all the scams that go unreported. In fact, the Attorney General of Iowa found that, across the board, more than 94% of the transactions at crypto kiosks were the result of scams.

The good news is that states, working with law enforcement and consumer advocates, are stepping up to fight these crimes. Many states have already passed tough new laws to protect their citizens, and nearly every state is fighting back with new laws to target this kind of fraud. That enforcement is working – but Congress could take it away.

As Congress considers cryptocurrency legislation, I urge you to oppose any provision that would pre-empt or hamstring state laws that protect Americans from these criminals. Please ensure any final bill cracks down on the fraudulent use of these crypto kiosks without interfering with the ability of states or local governments to protect their citizens.
