Enhance Nursing Home Oversight

The Long Term Care Ombudsman Program (LTCOP) is the most effective program to advocate and act as a resource for older adults and people with disabilities who live in nursing homes, assisted living, and other licensed adult care homes especially during the COVID-19 pandemic. Ombudsmen help residents understand and exercise their rights to good care in an environment that promotes and protects their dignity and quality of life.

State bill S.8617 (May) / A.10045 (Clark) would help make program reports more robust by asking the state office to include information about patterns of complaints, policy recommendations, and detailed reporting about the kinds of complaints received by the regional offices. It also adds a new annual report to the Attorney General.

I urge Governor Hochul to sign S.8617 (May) / A.10045 (Clark) into law that enhances annual reports prepared by the state Long Term Care Ombudsman Program (LTCOP). The pandemic has shined a light on many severe quality-of-care issues in New York’s long-term care (LTC) facilities. LTCOP can play a significant role in raising the level of care provided by long-term care facilities in our state and assuring that every resident is treated with the dignity they deserve.

State bill sign S.8617 (May) / A.10045 (Clark) would help lawmakers ensure LTCOP is as effective as possible by requiring that LTCOP reporting include more vital information about patterns of complaints, policy recommendations, and detailed reporting about the kinds of complaints received by the regional offices. It also adds a new annual report to the Attorney General containing information about instances of abuse, neglect, and exploitation in long-term care facilities to assist the Attorney General in ensuring the health and safety of all New Yorkers in such facilities.
