Updating New York’s Compete Streets Law

New York State’s Complete Streets Law requires state, county and local agencies to consider the convenience and mobility of all users when developing transportation projects that receive state and federal funding. However, many transportation projects are currently falling through the cracks.

There are two bills pending in Albany that would help to update the current complete streets law to include more projects and help ensure that people of all ages, including the state’s most vulnerable populations, are able to safely travel not only within their own communities but statewide. Expanding the scope of the law will create a healthier, safer, and more accessible state.

I urge you to expand our state’s Complete Streets Law and support a more livable New York by passing bills S.131 (S. Ryan) / A.324 (D. Barrett) and S.915 (S. Ryan) / A.1077 (J. Rivera).

Together, these two bills will update New York State’s Complete Streets Law that passed in 2011 to ensure more transportation projects are considering the convenience and mobility of all users.

Bill S.131 (S. Ryan) / A.324 (D. Barrett) and would ensure that state, county and local transportation projects that are undertaken by the New York State Department of Transportation (DOT) or receive federal, state, or both federal and state funding, consider complete streets design principles. It would also ensure that DOT makes publicly available design guidance and reference materials on complete streets design.

Bill S.915 (S. Ryan) / A.1077 (J. Rivera) would close the “mill and fill” loophole by ensuring that, when possible, maintenance and pavement recycling projects are also included in the Complete Streets Law.

Together, these two complete streets bills would ensure that far more transportation projects in New York are considering the mobility and convenience of all road users, ensuring more livable communities for people of all ages across New York.

I urge the state Legislature to pass these bills this legislative session, and that Governor Hochul sign them without delay once they are on her desk.
