Massachusetts workers need a way to save for retirement and the Secure Choice Savings Program delivers it. This no-cost IRA program helps over 1.2 million workers without employer-sponsored plans build financial security.

The Legislature passed the Massachusetts Secure Choice Savings Plan with overwhelming support in this year’s budget bill. But Governor Healey vetoed it, sending it back for study instead of action.

The Massachusetts Secure Choice Savings Program was overwhelming passed by the legislature in the FY26 budget bill this year, a huge victory that AARP Massachusetts and others have fought for decades to achieve. Unfortunately, I saw that the Governor chose to veto this section of the bill and recommend a study instead. I implore you to act quickly and override this action. You have already acknowledged the need for this program by including it in the budget. Obviously, you see how critical it is for Massachusetts workers to have access to and the choice to use a retirement savings vehicle through their employer.

Only five percent of people will go out on their own and open an IRA, and the numbers haven’t changed in decades. Yet, we do know Americans are 15 times more likely to save when they can do so at work.

43% of Massachusetts private sector employees—roughly 1,220,000 people—work for an employer that does not offer either a traditional pension or a retirement savings plan. Work & Save accounts help Americans save for retirement and reduce reliance on taxpayer-funded programs.
